As Principal Consultant at DCJ Strategic Consulting, Dee currently partners with clients in the healthcare and government sectors to implement scalable operational strategies, optimize organizational structures, and foster stakeholder collaboration. She is known for her consultative and data-informed approach, emphasizing relationship development, team empowerment, and integrity in execution. Dee’s extensive tenure in North Carolina state government includes executive roles with the Department of State Treasurer, Department of Health and Human Services (DHHS), and Department of Administration. At the NC State Health Plan, she led a $4 billion benefit program serving 750,000 employees, retirees, and their dependents implementing Referenced Based Pricing and shared savings strategies to ensure financial sustainability while improving member health. As COO of Health Benefits and Medicaid, she oversaw the successful launch of a new Medicaid division, designed and implemented its organizational structure, and managed the delivery of North Carolina’s 1115 Waiver to CMS.
Among her most notable achievements is her leadership of the $10 million NC Eugenics Compensation Program, where she transformed sensitive policy into compassionate action. In this historic and impactful role, Dee designed and operationalized compensation delivery for victims of the state’s past sterilization program, navigating sensitive legal, ethical, and community challenges with empathy and precision. Her work was widely recognized for balancing accountability and justice.
Before entering state government, Dee served in a series of high-level roles at Time Warner Cable (now Spectrum), where she led real estate operations, business process improvement, and operational support across service regions with over 1.5 million customers. She managed the design and build of over 200,000 square feet of LEED-certified operational facilities and implemented innovative supply chain and customer service solutions, reducing waste and improving responsiveness.
A passionate public speaker and educator, Dee has delivered keynotes and presentations for national and local audiences on topics such as healthcare reform, Medicaid transformation, women in leadership, and nonprofit strategy. Her engagements have included sessions with the NC General Assembly, UNC Charlotte, CALPERS Healthcare Academy, and the NC Community Health Center Association.
