Dave Totaro is a distinguished executive leader with over 40 years of comprehensive experience spanning healthcare, home health, skilled nursing, hospitality, banking, and consumer products. Currently serving as the Chief Government Affairs Officer at BAYADA Home Health Care since 2009, Dave has been instrumental in shaping and advancing the organization’s legislative advocacy programs. BAYADA, a leading national home healthcare provider with revenues exceeding $1.2 billion and operations in more than 22 states and international markets, relies on Dave’s strategic vision and deep policy expertise to ensure continued growth and influence in a highly regulated environment.
In his role, Dave leads a dedicated team of legislative professionals who engage daily with policymakers and regulatory officials at state and federal levels, advocating on behalf of BAYADA’s clients and caregivers. His advocacy efforts have been pivotal in driving critical policy reforms that support home-based care and improve access to quality healthcare services. Following BAYADA’s transition to a nonprofit organization in 2023, Dave founded Hearts for Home Care, Inc., a 501(c)(4) social welfare organization created to sustain and expand BAYADA’s advocacy initiatives. As President and Executive Director, he continues to champion the organization’s mission to advance home care policies.
Prior to BAYADA, Dave held senior marketing leadership positions across several Fortune 500 companies. At RehabCare Group, Inc., he served as Senior Vice President and Chief Marketing Officer, overseeing strategic marketing, brand management, and communications for one of the nation’s leading rehabilitation therapy management companies. His earlier tenure at Caesars Entertainment saw him as Chief Brand Officer and Chief Marketing Officer, where he led branding and marketing strategies for iconic hospitality and gaming brands such as Caesars Palace, Flamingo, Bally’s, and Paris Las Vegas. Dave also held executive marketing roles in the banking sector with Dime Bancorp, where he managed a $24 million budget and led communications for a major national bank with $35 billion in assets.
Dave’s commitment to healthcare advocacy extends beyond his corporate responsibilities. He is the founder and Chairman Emeritus of the Partnership for Medicaid Home-based Care (PMHC), a Washington, DC-based alliance of Medicaid home care providers, managed care companies, home care associations, and technology companies. Additionally, he has served in leadership and board roles with several prominent organizations, including the Hospice Action Network (HAN), National Association for Home Care & Hospice (NAHC), National Hospice & Palliative Care Organization (NHPCO), Partnership for Quality Home Healthcare (PQHH), and the Pennsylvania Home Care Foundation. Currently, he is a board member of the Alliance for Care at Home, where he chairs the Public Policy Committee, Medicaid Advisory Council, and Private Duty Council.
Dave’s educational credentials include an MBA from The Wharton School at the University of Pennsylvania and a Bachelor of Arts degree from Dickinson College. His extensive skills encompass government affairs, strategic planning, marketing strategy, brand building, leadership, and public speaking.
