In 1997, Bradley joined the State of Nebraska’s Developmental Disabilities Division (DDD) as a Quality Improvement Program Specialist. His work laid the foundation for what would become a career-long focus on leveraging data, process improvement, and program evaluation to drive meaningful change. Over the next two decades, Bradley progressed through increasingly complex leadership roles within Nebraska DDD, culminating in his tenure as Developmental Disabilities Program Manager. One of his most notable accomplishments during this period was leading the division to the successful dismissal of a Department of Justice Settlement Agreement after six years, reflecting his ability to navigate complex regulatory environments and cultivate high-trust relationships with oversight bodies.

In 2005, Brad played a pivotal role in the start-up of the Bridges Program — a 24-bed unit designed to support male individuals with intellectual disabilities who were involved with the legal system. The program operated within a state-run mental health facility located 122 miles from his home base. Despite significant challenges, including untrained direct support staff, the absence of professional personnel, and no licensing at the time, Brad successfully established the program and admitted the first individual within just 45 days.

Bradley’s leadership style is characterized by a commitment to collaboration, servant leadership, and capacity building. He successfully managed multi-disciplinary teams with zero turnover during critical operational periods, demonstrating his ability to inspire, motivate, and retain top talent. His initiatives have consistently prioritized the safety, dignity, and empowerment of individuals served, including programs designed to eliminate the use of mechanical, chemical, and physical restraints.
