Before launching his consulting career, Bill spent 28 years at BellSouth and AT&T Mobility, where he led national and regional engineering teams, oversaw major network integrations, and managed multi-million-dollar capital budgets. As executive director of national core planning and engineering at AT&T Mobility, he spearheaded the integration of the Cingular and AT&T Wireless MSC networks, directed the deployment of R4 softswitch platforms across more than 80 locations, and led nationwide Sigtran IP SS7 conversions. Managing a $500 million annual budget, he played a critical role in shaping AT&T’s next-generation wireless infrastructure.
His leadership extended to regional network engineering as executive director of south regional engineering, where he was instrumental in implementing GSM overlays and launching Project Genesis, a major TDMA-to-GSM conversion initiative. Overseeing a 150-person team across a seven-state region, Bill was responsible for RF planning, switch planning, traffic engineering, and capital budgeting, ensuring seamless network evolution.
Following his tenure at AT&T, Bill served as CTO of Axis Teknologies, where he played a pivotal role in expanding the company’s consulting footprint. In this capacity, he worked as a senior consultant for Huawei Technologies, leading core network design and developing an engineering team for Cox Communications’ wireless buildout. As Senior Vice President of Corporate Operations at Nsoro MasTec, an AT&T cell site turf vendor, Bill led business process improvements, developed a corporate PMO office, and managed contract procurement, quality assurance, and LTE program leadership.
