    Allen Roscoe: Executive Director Talent Management at Blue Stream Fiber

    Allen Roscoe is a seasoned talent development and strategy professional with over 30 years of experience in driving organizational growth through innovative talent solutions.     Allen recently joined Blue Stream Fiber as their first ever Executive Director of Talent Management.  In this new role, he will oversee all talent strategies from recruitment, learning & development, and retention.  Allen will oversee the development of a world-class sales enablement initiative, expand leadership development, create the company’s first ever emerging leaders’ program and implement career development plans.

    Prior to joining Blue Stream Fiber, Allen served as the Director of Talent Strategy & Execution at Network Connex, where he spearheaded a variety of impactful initiatives. Notably, he centralized and standardized five different recruiting functions into a cohesive corporate entity, enhancing the hiring process across the organization. His strategic oversight has streamlined new hire requisitions, clarified hiring needs, and enhanced the overall new hire experience. Allen introduced 7-30-60-90-day surveys to gather valuable feedback on employee experiences, which played a key role in refining onboarding practices. Moreover, his leadership in developing the first-ever Field Leader Development Program has empowered foremen, superintendents, and managers with the skills to excel in both in-person and virtual environments.

    During his tenure at Network Connex, Allen has also led significant growth in the company’s talent development programs. He designed and launched the first Career Development Plan process, including succession planning, and implemented innovative strategies to reduce turnover. Under his guidance, the company experienced a notable decrease in turnover rates—from 35% to 26% within one year—demonstrating his effectiveness in creating a sustainable, engaging workplace culture. Additionally, he has been responsible for internal communications, writing on behalf of the CEO, and managing communications with directors and employees.

    Before joining Network Connex, Allen served as the Director of Talent & Capability Development at Tradebe Environmental Services, where he created the Tradebe Learning Academy and oversaw leadership development programs that directly contributed to career progression for hundreds of employees. His work in talent acquisition at Tradebe also improved recruitment strategies, ensuring the company’s ability to attract the right talent for its evolving needs.

    Allen has also contributed his expertise to Chatfield Global as a Senior Consultant, designing strategic talent development solutions for clients across multiple industries. His work at SC Johnson as Manager of Learning & Development involved global initiatives that reached over 1,800 employees across 40 countries, enhancing talent capabilities within the company’s commercial division. Allen also held leadership roles at Comcast Corporation, where he played a pivotal role in leadership development for more than 800 directors, managers, and supervisors.

    A passionate speaker and thought leader, Allen has shared his expertise at industry events such as the TACK/TMI World Congress in Belgrade, Serbia, where he discussed the importance of lasting partnerships between consulting vendors and clients. His approach to talent development is further supported by various professional certifications, including those from Franklin Covey, Zenger Folkman, and DX Learning Solutions.

    Allen holds a Master of Science in Communication from Illinois State University and a Bachelor of Science in Sociology from Northern Illinois University. Throughout his distinguished career, he has consistently demonstrated a commitment to building high-performing teams and fostering leadership excellence, making him a valuable asset to any organization.
