Allen’s illustrious career began in the U.S. Navy, where he rose to serve as Deputy Chief of Naval Operations for Integration of Capabilities and Resources at OPNAV in Washington, D.C. In this capacity, he directed the Navy’s resources and financial management strategies, overseeing the development of balanced and integrated budgets that addressed warfighting procurement, readiness, manpower, and recapitalization requirements. As Carrier Strike Group Commander, Allen successfully commanded the deployment of over 10,000 personnel, 100 aircraft, and 20 ships in a combat environment. His ability to lead complex operations was further demonstrated as Commander of Naval Air Forces, where he managed the organization, training, and equipping of 100,000 personnel, 2,800 aircraft, and 11 aircraft carriers for worldwide deployments.
Transitioning to the private sector, Allen served as Vice President for Navy and Marine Corps at Lockheed Martin Government Affairs. In this role, he acted as the primary liaison to U.S. Navy, Marine Corps, and Coast Guard leadership on all matters concerning aviation, surface, land vehicles, missiles, and associated systems. He cultivated high-level relationships and improved interagency alignment with Congress, the Joint Staff, and the Office of the Secretary of Defense, enhancing the coherence and balance of the Navy’s program portfolio.
Currently, Allen serves as Partner and Chief Operating Officer at Continuum Group Industries, a startup focused on producing innovative Secondary Combustion Ignition Prevention (SCIP) materials. In its first year, the company successfully executed multiyear contracts, further reflecting Allen’s ability to drive operational excellence and business development.
Throughout his career, Allen has demonstrated expertise in defense acquisition, strategic planning, team building, and operational management.
